Training on Accession Negotiations in Chișinău | Poland - Training on Administrative Capacity of Moldova at Natolin (PolTAC@Natolin)

On 4-5 December 2025,  a 2-day "Training on Accession Negotiations" was held in Chișinău within the PolTAC@Natolin programme. The training brought together more than 45 Moldovan public officials involved in the country’s EU integration efforts, notably the accession negotiations.

The programme is implemented by the College of Europe in Natolin in partnership with Solidarity Fund PL, with the support of the Ministry of Foreign Affairs of the Republic of Poland under Polish Development Cooperation, and in close cooperation with the Bureau for European Integration of the Republic of Moldova

The “Training on Accession Negotiations” session was opened by Ms Rodica CRUDU, Deputy Secretary General for European Integration, Government of the Republic of Moldova.

The training offered a series of modules led by experienced practitioners and experts from EU Member States, candidate countries, and the academic community, focusing on:

  • the accession negotiations as a process, providing a comprehensive overview of the negotiation structure, legal foundations, and the current negotiating methodology,
  • domestic coordination of accession negotiations, examining practical approaches to coordination within government and the management of complex negotiation processes,
  • communication of a candidate country with EU institutions and Member States, exploring how to maintain effective channels of communication, build constructive relationships, and represent national interests within the EU.
  • engagement of the civil society and the media, highlighting the importance of transparency, dialogue, and public communication in building informed support for the EU membership. 

Through PolTAC@Natolin, Moldovan civil servants continue to benefit from targeted, practice-oriented training designed to support the country’s preparations for EU accession. The programme remains an important platform for sharing experience, strengthening institutional capacity, and deepening cooperation in the context of Moldova’s European integration.

In the previous sessions, delivered in 2025,  Moldovan civil servants took part in one-week onsite sessions at the College of Europe in Natolin, analysing the process of harmonisation of legislation and institution building in preparation for membership in the EU, lessons learned by Poland in the accession negotiations and informing the society on European integration, cooperation between national institutions on issues related to the process of European integration, and more.
