Programme Coordinator (70%) to contribute to the implementation of the EU Diplomatic Academy - College of Europe in Bruges

The College of Europe is seeking applications for the position of Programme Coordinator (70% FTE) to be involved in the implementation of the EU Diplomatic Academy.

Short description of the project:

Following the successful implementation of the pilot programme of the European Diplomatic Academy in 2022-2023 and 2023-2024, the College of Europe will continue running the EU Diplomatic Academy for the European External Action Services (EEAS) under a grant agreement with the Service for Foreign Policy Instruments (FPI).

The College will deliver the following services:

  • Design and implement every year two identical editions of a training programme on European Diplomacy and EU External Action for junior diplomats from Member States and EU officials. Each year, the first edition will be held from September to January of the following year; the second edition will take place from February to June (of the same year);
  • An “all-in-one” residential format for up to 35 participants per edition to study and live together. Participants will live in one of the residences of the College;
  • An established programme of exposure activities for participants in the form of study visits to EU and Member States institutions as well as other stakeholders involved in EU external action.

Description of the position:

The Programme Coordinator will be in charge of the running of programme and will have budgetary and managerial responsibilities. They will work under the supervision of the Director of the Academy.

The main tasks and responsibilities of the Programme Coordinator will include:

  • Acting as the contact person for the EEAS and FPI on the running of the activities of the programme and on contractual and organisational, financial and administrative matters;
  • Developing and fine-tuning of internal processes and procedures for the running of the programme;
  • Coordinating the course and activity planning and the rolling out of the programme;
  • Coordinating with internal College of Europe resources to prepare for the arrival and then the stay of the participants (logistics, lodging and boarding facilities and teaching facilities).
  • Managing the Academic Coordinator, Project Assistants and other team members;
  • Reporting to the Director of the Academy;
  • Setting-up and running the data and information collection system for monitoring and evaluation. Consolidating and analysing monitoring data; elaborating proposals for adjustments or further improvements;
  • Responsible for the budget and the financial aspects of the programme under the supervision of the Director and in cooperation with the financial services of the College of Europe;
  • Preparing the contractual reports including elaborating operational recommendations.

Required profile:

  • A postgraduate degree in European studies, diplomacy, political science, international relations, project management or equivalent;
  • A very good command of English; a good command of French and/or other languages, considered an asset;
  • Full computer literacy;
  • Good understanding of the external action of the EU and European Diplomacy;
  • Minimum 5 years of relevant professional experience in project and programme management, preferably EU-funded grants;
  • At least 5 years of professional experience in organising and managing training activities;
  • Prior experience in managing and coordinating teams;
  • Experience in communication (in particular social media management) as an asset;
  • Excellent analytical and organisational skills, ability to meet tight deadlines and attention to detail;
  • Result-oriented approach and a proactive and cooperative outlook;
  • Ability to work autonomously and as a team member;
  • Open personality with strong interpersonal, communication and networking skills and a flexible and dynamic attitude.

The position would need to be filled as soon as possible and no later than early July 2024. The position of Programme Coordinator is based in the College of Europe’s office in Bruges (Belgium).

This is a part-time position, 0.7 FTE.

The signature of the employment contract is subject to the conclusion of a grant agreement with FPI for the implementation of the EU Diplomatic Academy.
