About the College:

Welcome to the laboratory of European integration!

The College of Europe, with its Bruges campus established in 1949 and its Natolin campus established in 1992, is the oldest postgraduate institute of European studies. Currently, the College of Europe hosts 340 students in Bruges and 120 students in Natolin. Students come from 50 nationalities every year and follow advanced Master’s programmes of 10-month duration in a residential format (“studying and living Europe together”).

In January 2024, in the frame of the EU Funded IPA Project: 'Preparatory phase for the establishment of a College of Europe campus in Tirana (Albania)’, the College expanded its reach by establishing a branch in Tirana, Albania, aiming to uphold academic excellence and strengthen regional ties. In this context, we are seeking for an experienced ICT Officer to support in the ICT management of the Tirana Campus. The successful candidate will be hired and contribute to the execution of the EU funded Project: “Implementation phase for the establishment of a College of Europe campus in Tirana (Albania)”, IPA 2024 455-237.

Criteria for the Position:

The ideal candidate should:

  • Possess at least a bachelor's degree in information technology or computer science; (a master's degree would be considered a plus);
  • Have a minimum of 5 years of relevant experience, preferably in ICT roles within educational institutions or related organizations;
  • Have profound knowledge of client systems and software (MS Windows, Apple MacOS; MS Office365 portfolio: Office, SharePoint, Teams, etc; collaboration tools s.a. Webex, Teams, Zoom; multi-media tools s.a. sound equipment, projectors, digital whiteboards; Active Directory and Azure AD/Entra);
  • Have a sound knowledge of Network principles (wired and wireless; lan/man/wan);
  • Have a sound knowledge of Cyber security;
  • Have practical knowledge of Web platforms and related coding and languages;
  • Have practical knowledge of scripting languages s.a. Powershell and Javascript;
  • Have practical knowledge of project management framework methodologies s.a. Prince2, and ICT Service management framework methodologies s.a. ITIL.
  • Be proficient in managing information and communication technology processes, system maintenance, cybersecurity, and ensuring the smooth functioning of technological infrastructure;
  • Demonstrate strong analytical and problem-solving skills, with the ability to prioritize tasks effectively and work under pressure;
  • Have excellent communication and interpersonal skills, with the ability to collaborate effectively with colleagues across departments;
  • You can translate complex tech jargon in user friendly wording;
  • Be proficient in English and Albanian;
  • Have a practical and hands on mindset with respect to excellent customer service;
  • Possess the ability to self-learn, adapt, integrate and apply new technologies;
  • Demonstrate integrity and trustworthiness especially in relation to confidential data and processes.

Position Overview:

The ICT Officer will undertake the following responsibilities:

  • Provide first contact and direct support for a heterogenous user pool (s.a. staff, students, visitors) with issues and request via various sources (s.a. in person, phone, email) for the College community at the Tirana offices;
  • Man the "walk in office" Service Desk during business hours or exceptionally outside business hours in case of specific events or incidents;
  • Escalate issues to the correct sources internally (ICT Office team members as well as other offices) and externally (service providers);
  • Track and follow up all issues and incidents for proper follow up and handling
  • Manage basic user data, accounts and related in the appropriate systems
  • Client systems management: stage, deploy, update and service computers and accessories, peripherals, operating systems and client software
  • Oversee information and communication technology processes, including system maintenance, cybersecurity, and ensuring the smooth functioning of technological infrastructure;
  • Ensure the application of IT policies, procedures, and protocols to ensure compliance with of the HQ, industry standards and best practices;
  • Maintain regular communication and collaboration with the ICT Office in Bruges;
  • Collaborate with external vendors and service providers to procure ICT hardware, software, and services as needed;
  • Monitor ICT performance and security measures, identify areas for improvement, and implement corrective actions as necessary;
  • Maintain documentation and records of ICT assets, configurations, and procedures,
  • Perform miscellaneous job-related duties as assigned.

Additional Information:

The ICT Officer will report to the Head of Administration, based in Tirana, while also engaging in collaborative efforts with ICT Office at the College of Europe in Bruges.

The contract is expected to run until August 2025, with the potential for extension. The anticipated commencement is projected to be in early July 2024.
