Dikensa GJOKUTAJ

Dikensa GJOKUTAJ joined the College of Europe in 2023, and has contributed to the establishment of the Tirana campus, first as Liaison Officer and later as a member of the Project Management Team.

Since September 2025, she has served as Project Manager within the Executive Education, Training and Projects Office.

She has over twelve years of professional experience in public administration, academia, and civil society, with expertise in public policies, project management, monitoring and evaluation, and EU accession-related processes. She has further strengthened her profile through specialised training in results-based management, such as at the ILO International Training Centre (Turin) and the former École Nationale d’Administration (ENA), Paris/Strasbourg.

Previously, she held senior roles in Albanian public administration, including Director of Policies and Strategies for the Development of Education, Sports and Youth at the Ministry of Education, Sport and Youth, and Head of Monitoring and Priorities at the Ministry of Social Welfare and Youth. She has also worked as a visiting lecturer at the University of Tirana and contributed to research and policy development initiatives in youth and public-sector field.

Dikensa holds a master’s degree in political theory from the University of Tirana (highest distinction) and an Erasmus Mundus Master’s degree in German and French Philosophy, completed at the University of Luxembourg, Université Toulouse Jean Jaurès (France), and KU Leuven (Belgium).

Based in Tirana, she speaks Albanian, English and French, and has a good command of Italian.
