The Capacity Building Office of the College of Europe in Natolin is pleased to invite you to the training titled "Humanitarian Crisis Management in the EU", delivered by Mr Joan De LARA ROSELLO, Natolin alumnus and Senior Officer Directorate General for Migrations and Refuge of the Ministry of Social Rights and Inclusion of the Government of Catalonia.
According to OCHA, more than 300 million people worldwide require humanitarian assistance as multiple crises, driven largely by armed conflicts and increasingly severe climate-induced disasters, intensify, creating significant logistical, financial, and political challenges for the European Union.
The training “Humanitarian Crisis Management in the EU” aims to enhance awareness and understanding of the EU’s response mechanisms to global humanitarian emergencies by combining theoretical insights with practical elements. It offers an overview of the legal framework guiding civil protection and humanitarian aid, while also addressing current challenges and available instruments.
The training examines global humanitarian trends, the roles of EU institutions and other European actors, and past crisis case studies, and includes a simulation of response strategies based on 2026 projections. This approach enables participants to deepen their understanding of global humanitarian issues, gain knowledge of EU crisis-management mechanisms, identify relevant actors, and build familiarity with key concepts and practices for future engagement in the field.
About the speaker:

Mr Joan de LARA ROSELLÓ currently serves as a Senior Officer at the Directorate General for Migration and Refuge of the Ministry of Social Rights and Inclusion of the Government of Catalonia. His responsibilities include the internationalization of migration policies; monitoring interinstitutional bodies in which the Directorate General participates or leads; managing EU-funded projects under the AMIF and Horizon 2020 programmes (such as WELCOME, REGIN, INCLUD-EU, and EUBELONG); and providing technical support for government initiatives aimed at fostering migrant inclusion at the regional level.
Additionally, he represents Catalonia in, or follows up on, various international fora, such as the Urban Agenda Partnership for the Integration of Migrants and Refugees and the Council of Europe’s Committee of Experts on Intercultural Integration, where he serves as a substitute member.
