About the College:

Welcome to the laboratory of European integration!

The College of Europe, with its Bruges campus established in 1949 and its Natolin campus established in 1992, is the oldest postgraduate institute of European studies. Currently, the College of Europe hosts 340 students in Bruges and 120 students in Natolin. Students come from 50 nationalities every year and follow advanced Master’s programmes of 10-month duration in a residential format (“studying and living Europe together”).

In January 2024, in the frame of the EU Funded IPA Project: 'Preparatory phase for the establishment of a College of Europe campus in Tirana (Albania)’, the College expanded its reach by establishing a branch in Tirana, Albania, aiming to uphold academic excellence and strengthen regional ties. In this context, we are seeking an HR Officer to support the Head of Administration and the rest of the administrative team in Tirana for ensuring a smooth implementation of the daily operations related to the management of the Human Resources of the College of Europe Branch in Albania. The successful candidate will be hired and contribute to the execution of the EU funded Project: “Implementation phase for the establishment of a College of Europe campus in Tirana (Albania)”, IPA 2024 455-237.

Criteria for the Position:

The ideal candidate should have:

  • At least a Master's Degree in HR, Business Management, Social Sciences, Law or a related field;
  • A minimum of 3 years of pertinent work experience;
  • Comprehensive knowledge of Albanian social and labor legislation, demonstrating proficiency as a versatile HR generalist;
  • Open-mindedness and adept interpersonal skills for effective collaboration in a multicultural team;
  • The ability to work autonomously and collaboratively within a team;
  • Excellent communication skills to facilitate effective interaction;
  • Proficiency in Albanian and English is mandatory. French language skills are a plus;
  • Proficiency in Word, Excel, Outlook, and HR-related software for tasks such as time registration and payroll administration;
  • Preferably, a good understanding of the College of Europe;
  • Preferably, a good understanding of the higher education systems in Albania and/or Western Balkans.

Position Overview:

The HR Officer will be responsible for:

  • Coordinating the entire HR processes and recruitment, from onboarding to offboarding by ensuring HR compliance with local regulations;
  • Liaising with the external specialised services/consultancies supporting the College of Europe in terms of Payroll, Migration issues and labour code compliance;
  • Managing employee relations;
  • Serving as the point of contact for local and international staff, providing support on HR-related and practical matters;
  • Staying up to date on applicable social and labour legislation, and researching various HR topics;
  • Staying ahead of HR trends and developments, and sharing knowledge within the team;
  • Collaborating with the Bruges headquarters for core HR policies.

Additional Information: 

The HR Officer will report to the Head of Administration, based in Tirana, while also engaging in technical consultations with HR Department in Bruges.

The contract is expected to run until August 2025, with the potential for extension. The anticipated commencement is projected to be in early July 2024.
