About the College:

Welcome to the laboratory of European integration!

The College of Europe, with its Bruges campus established in 1949 and its Natolin campus established in 1992, is the oldest postgraduate institute of European studies. Currently, the College of Europe hosts 340 students in Bruges and 120 students in Natolin. Students come from 50 nationalities every year and follow advanced Master’s programmes of 10-month duration in a residential format (“studying and living Europe together”).

In January 2024, in the frame of the EU Funded IPA Project: 'Preparatory phase for the establishment of a College of Europe campus in Tirana (Albania)’, the College expanded its reach by establishing a branch in Tirana, Albania, aiming to uphold academic excellence and strengthen regional ties. To support this endeavour and ensure an environment conducive to high-quality education across its Tirana campus, the College seeks a dynamic and motivated Facilities Manager. The successful candidate will be hired and contribute to the execution of the EU funded Project: “Implementation phase for the establishment of a College of Europe campus in Tirana (Albania)”, IPA 2024 455-237.

Criteria for the Position:

The ideal candidate should have:

  • At least a bachelor’s degree in facility management, logistics, economics or related field;
  • At least 2 years of prior experience in a similar role, preferably in international cooperation bodies, public or private universities;
  • Proficiency in Albanian language is essential;
  • Proficiency in English language is required;
  • Strong organizational and problem-solving skills;
  • Excellent communication and interpersonal abilities;
  • Ability to work independently and as part of a team;
  • Knowledge of relevant software and systems for facility management.

Position Overview:

  • Manage day-to-day facilities operations across multiple locations in Tirana, including the City Center (Representation Office), the Students' City Neighbourhood (dormitory) and teaching facilities;
  • Ensure the maintenance and functionality of campus facilities;
  • Liaise with external catering agencies to coordinate food services;
  • Collaborate with relevant stakeholders and with the Director of the Facility Service in Bruges to address facility-related issues promptly;
  • Develop and implement strategies to optimize facility management processes;
  • Support on the procurement and monitoring of budgets and expenses related to facility operations;
  • Ensure compliance and act as a Direct Responsible point for the health, safety, and environmental regulations;
  • Coordinate the Housekeeping and Maintenance Team and technical services.

Additional Information:

The Facilities Manager will report to the Head of Administration, based in Tirana, while also engaging in technical consultations with the Director of Facilities, stationed in Bruges.

The contract is expected to run until August 2025, with the potential for extension. The anticipated commencement is projected to be in early July 2024.
