About the College:

Welcome to the laboratory of European integration!

The College of Europe, with its Bruges campus established in 1949 and its Natolin campus established in 1992, is the oldest postgraduate institute of European studies. Currently, the College of Europe hosts 340 students in Bruges and 120 students in Natolin. Students come from 50 nationalities every year and follow advanced Master’s programmes of 10-month duration in a residential format (“studying and living Europe together”).

In January 2024, in the frame of the EU Funded IPA Project: 'Preparatory phase for the establishment of a College of Europe campus in Tirana (Albania)’, the College expanded its reach by establishing a branch in Tirana, Albania, aiming to uphold academic excellence and strengthen regional ties. In this context we are seeking for a dynamic and motivated Communication Officer who will play a crucial role in ensuring communication, outreach, as well as public relations of the College of Europe Campus in Tirana. The successful candidate will be hired and contribute to the execution of the EU funded Project: “Implementation phase for the establishment of a College of Europe campus in Tirana (Albania)”, IPA 2024 455-237.

Criteria for the Position:

The ideal candidate should have:

  • Ideally, a degree in public relations, communications, marketing, languages or European studies;
  • Minimum 2 years of professional experience in communications in particular, social media management, copywriting, community management, digital marketing.
  • Comparable experience in voluntary settings will be considered as equally relevant.
  • Experience in EU-funded projects and knowledge of EU guidelines for communication and visibility of external action funded-projects is a plus;
  • Basics of graphic design, video editing as an asset in particular, collaborative design tools (Canva, etc.) for social media formats;
  • Strong organisational skills, attention to detail and a creative mind;
  • Excellent written and verbal communication skills in English and Albanian (essential);
  • Written and/or verbal communication skills in French are a plus;
  • Experience in using social media platforms, and content creation;
  • Familiarity with the College of Europe is a plus;

Position Overview:

The Communications Officer will be responsible for:

  • Development and implementation of targeted digital marketing and outreach campaigns for the College's academic programmes in compliance with the communication and visibility guidelines set forth by the European Commission (EC);
  • Management and contributions to all forms of communications, such as mailings, social media, printed material, and merchandising;
  • Further contributions to all aspects of the work of the Communications office, including support for the organisation of small-scale events;
  • Handling public relations and acting as a liaison with the local media;
  • Collaborating closely with the Communications, Events and External Relations office in Bruges, as well as the European Delegation in Albania, on strategic communication and visibility matters;
  • Enhancing the visibility of the College, especially the Tirana Campus, through effective public relations and communication actions;
  • Preparing reports on communication activities, stakeholder engagement, and other relevant metrics;
  • Supporting the Head of Administration in establishing and maintaining relationships with relevant stakeholders and partners to expand the College's network;
  • Supporting in the identification of local suppliers and service providers in the field of communication and event management.

Additional Information: 

The contract is expected to run until August 2025, with the potential for extension. The anticipated commencement is projected to be in early July 2024.
