Executive Training on Monitoring & Evaluation at the College of Europe in Bruges

From 2 to 4 June 2025, the College of Europe in Bruges hosted a three-day executive training course on Monitoring & Evaluation (M&E), welcoming highly motivated participants from across Europe and beyond. This intensive seminar aimed to strengthen participants’ practical and theoretical understanding of M&E in the context of EU-funded projects.

The training combined lectures, simulations, case studies, and group exercises, guiding participants through each phase of the project cycle and exploring how M&E contributes to effective project delivery and results-based management.

Key modules of the programme included:

  • The principles and core concepts of M&E, including the Logical Framework Approach;
  • Monitoring tools such as indicators, sources of verification, and data reporting;
  • Evaluation strategies covering assessment criteria, stakeholder interests, and policy frameworks;
  • Step-by-step evaluation design and management, from drafting Terms of Reference to learning and dissemination.

Participants also gained hands-on experience in developing Logical Framework Matrices, identifying meaningful indicators, and setting up M&E systems tailored to specific projects.

One participant reflected on the quality of the training, especially the contribution of expert trainer Karen McHugh:

“Thanks to her, I learned a lot on M&E. She is very knowledgeable and was able to convey complex topics in a way that was easy to follow. Karen created a safe learning environment in which everyone felt comfortable to participate, make mistakes and learn from them.”
