The Student Affairs and Professional Development Office of the College of Europe in Natolin was pleased to organise a workshop titled "Humanitarian Crisis Management in the EU" led by Mr Joan de LARA ROSELLÓ, Natolin Alumnus and Senior Officer at the Directorate General for Migration and Refuge at the Government of Catalonia.
The workshop aimed at raising awareness and increasing knowledge about the EU's response mechanisms to humanitarian crises. It combined theoretical insights with practice, providing an overview of the legal framework that guides civil protection and humanitarian aid while focusing on the current challenges and instruments that exist to address large-scale humanitarian emergencies within the EU.
The workshop explored the following main topics:
- Overview of global humanitarian challenges;
- EU institutions and their roles in crisis management;
- Engagement of other European actors;
- Case studies of past crises;
- Simulation of response strategies to key challenges, based on 2025 projections.
About the speaker:
Joan de LARA ROSELLÓ is a Natolin Alumnus and Senior Officer at the Directorate General for Migration and Refuge at the Government of Catalonia (Generalitat de Catalunya). He is also a substitute member of the Council of Europe's Committee of Experts on Intercultural Integration (ADI-INT) and provides technical support for government initiatives designed to promote migrant integration at the regional level. He has worked with the Catalan Commission for Refugee Aid (CCAR) as a Project Management Officer and Project Officer, leading initiatives on asylum policies, human rights protection, and volunteer coordination.
